Phase I Environmental Site Assessments and Transaction Screenings

This 2-day course covers the ASTM Environmental Site Assessment Standard Practices for the Phase I Site Assessment Process (E1527) and the Transaction Screen Process (E1528). Participants will learn how to use the standards and how the standards affect the way they do business.

We will discuss the "Innocent Landowner Defense" under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and why due diligence is imperative. Changes to the E1527 standard will be addressed, as well as the Small Business Liability Relief and Brownfields Revitalization Act.

 

This course is designed for environmental professionals, property appraisers, property owners, financial managers, insurance company employees, attorneys, and anyone else who performs or reviews transaction screenings or Phase I Site Assessments.

 

On the first day of the course, we will cover the Small Business Liability Relief and Brownfields Revitalization Act,  the All Appropriate Inquiries (AAI) Rule reporting requirements for EPA assessment grant recipients, changes to E1527 to comply with AAI Rule, and the ASTM 1527-05 and ASTM E1527-13 Phase I Environmental Site Assessment Processes. We will explore records research, site reconnaissance, interviews, site visits and 
report preparation.


On the second day, topics covered will include a Phase I case study, attributes of 'responsible change', the ASTM E1528-14 Practice for Transaction Screen Process, Transaction Screen User/Preparer Responsibilities, the Transaction Screen Questionnaire, interviews, prior assessments, records research, the site visit, non-scope considerations, limitations, liability issues and other ASTM activities.

The course fee includes E1527-13 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process and E1528-14 Standard Practice for Environmental Site Assessments: Transaction Screen Process from ASTM, case studies and course notes, sample government records review reports, sample Transaction Screen Questionnaire, and a Certificate of Completion.

 

​A Certificate of Training showing completion of 15 Professional Development Hours and 1.4 Continuing Education Units (CEUs) is awarded upon successful completion of this course.  Successful completion is determined by attendance and participation in all lecture sessions.
